Campbell was fouled on a layup attempt by Crystal Leary and made 1 of 2 shots. Bria Holmes got off an unsuccessful 3-point attempt at the buzzer for the Mountaineers.
Tied 64-64, Campbell inbounded the ball from the Sooners' sideline and was left unguarded. Morgan Hook lasered a pass to the streaking Campbell, who was hacked hard by Leary. Campbell missed her first attempt from the line.
“I had to calm myself,” Campbell said about the missed free throw, “I'm like, 'OK, I have another attempt, and I have to redeem myself right now.'”
The Sooners' rally was a Big 12 Tournament record and their largest since setting the NCAA record for a comeback in regulation with an 86-75 win over California on Dec. 13, 2008.
Nicole Griffin had 16 points, Campbell 15 and Aaryn Ellenberg 12 for the third-seeded Sooners (22-9), who play No. 2 Iowa State in Sunday's semifinals.
“These guys are just a bunch of believers,” OU head coach Sherri Coale said. “They believe they are supposed to win. They believe they are going to win. They are not always sure how that is going to happen but they just play hard enough that they put themselves in a position to have a shot at it.”
Christal Caldwell had 22 points and 11 rebounds and Taylor Palmer added 11 points for West Virginia (17-13), which 51-29 with 17:15 remaining.
“They made big plays down the stretch,” Coale said. “Lots of poise in the final five minutes of the game.”
Oklahoma whittled the deficit with an 18-2 run capped by a Joanna McFarland 3-pointer, the final of only three the Sooners would make on 24 attempts.
With five minutes to go, OU had the game tied. Ellenberg picked off Leary and was fouled on a layup. Two free throws later, OU had a 60-58 lead.
Caldwell tied the game a final time with 1:11 remaining, but West Virginia would turn over its next possession on an illegal screen.
Oklahoma advanced to the Big 12 semifinals for the fifth straight season and will face 2-seed Iowa State Sunday at 3:30 p.m.
